Electoral Assembly
At the Regular Electoral Assembly, the Bodies of the Rugby Union of Serbia are elected for a mandate of 4 following years. The regular Electoral Assembly must be convened no later than 60 days after the end of the mandate. At the election assembly, the Candidates for the President of the Association are presented, where they present their plan and program, then the General Secretary is elected, whom the newly elected President of the Association proposes. Then the Management Board of the Association, as well as the Supervisory Board of the Association, are elected. Members of the RSS Assembly have the right to vote at the assembly, which is defined by the Statute.
The right to vote at the assembly
At the end of each competition season, during the month of December, the Competition Commissioner, based on the Competition Bulletin, submits to the Management Board a Report on the right to vote at the Assembly, which the Management Board adopts and on the basis of which the number of votes of regular members of the association at the Assemblies in the following year is determined.
Clubs are divided into four categories depending on how many seasons they have completed in the Serbian Championship and Cup in all age categories. The first category brings four delegates, the second three, the third two and the fourth one delegate. The maximum number of delegates per assembly member (club) is four.
Territorial associations have one delegate each. The President of the Assembly, the President of the Association and the General Secretary are members of the Assembly and have the right to vote, one vote each. The Assembly consists of one representative of associate members and one representative of honorary members with one vote.
When the verification committee at the Assembly determines how many votes and delegates there are, the assembly adopts their report and if there is a quorum, it continues its work. The total number of delegates to the Assembly with the right to vote was 21.

Marko Jovanović is the new President of RSS
Marko Jovanović was elected by the majority of votes as the new President of the Rugby Union of Serbia. There were no opponents, because no one ran within the legal deadline. The Assembly of the Rugby Union of Serbia elected a new president for a four-year term starting on August 28, 2022. until 28.08.2026. .
Each candidate for President is obliged to present his biography and work plan for the future period. Marko Jovanović has been active in rugby since 1995. year, i.e. from the age of 13. . For a little over 26 years, he has been constantly in rugby, both as a player, as a coach, and as a sports worker.
He has over ten years of active participation in RSS bodies. He performed the functions of the General Secretary as well as the Technical Director of the Association for many years. He is one of the key figures in the financial stabilization of the Association, where, among other things, rugby was promoted to the third rank of the National Sports Categorization in the Republic of Serbia. It is very important for all rugby players in Serbia.
The key things in his program and work plan as the President of the Association were as follows:
- – Work with younger categories
- – Improvement of professional personnel
- – Solving the infrastructural issue of the Alliance – providing adequate terrain
- -Establishment of new clubs
- – Securing additional sources of funding, through sponsors and donors
- – Media promotion of rugby
- – Securing own sources of financing.

General Secretary, Management Board and Supervisory Board
Miroljub Bukvić, who held this position before the Assembly, was elected General Secretary.

What can we expect?
The election of the new leadership of the RSS will not bring too many changes in the work, it will follow the continuity of the work of the Alliance that has been going on since 2014. . What we can expect is the continuation and improvement of financial stability, as well as thorough work with younger categories through various projects. Entering the third rank of sports categorization opens up new opportunities at all levels, so we can expect the implementation of additional planned programs and projects.
We would like to see the implementation of more infrastructure investments, because this is exactly what rugby as a sport lacks the most. Let us remind you that in Serbia there are only two rugby fields with sufficient dimensions and fixed posts, whose purpose is exclusively for rugby. If it were easy to provide, every club would already have a field complex. We can certainly expect a continuation of the procurement of equipment for clubs and national teams.
